The point is to choose depth based on where the fish are actually sitting, not just throw one jerkbait everywhere.
Retrieve it until it reaches the working level, then use twitches and pauses to make it flash, kick, and hang.
If fish are following but not eating, lengthen the pause and reduce the violence of the twitch so the lure looks easier to catch.
