It is less about a lazy horizontal flutter and more about staying responsive through repeated rod work.

Fish it with one-pitch lifts when fish are active, or slow the rhythm down with pauses when marks are holding close to bottom.

If you are getting taps but no hookup, reduce the lift height and let the jig fall more naturally.

The limitation is that it needs enough water depth and line angle to work properly.
